Palma pointed out in Executive Order No. 1011-09-05-16-009 that the dependency of the farmers on imported hazardous fertilizers and pesticides will be lessened through organic farming.

“This (farming method) will make the local agricultural products free from toxic substances,” Palma told the Philippines News Agency on Wednesday.

The E.O. sets a policy for sustainable development of the agriculture sector through environment-friendly farming strategies and techniques. A technical committee has been created to ensure productivity.

Palma said the E.O. is consistent with the declared policy under Republic Act 10068 otherwise known as the Organic Agriculture Act of 2010 that mandates all local government units to persistently propagate and develop organic farming method.

Palma said he issued the E.O., citing his administration is committed to increasing agricultural production through organic farming.

The ZSTCOA in partnership with Department of Agriculture (DA) and other stakeholders will play crucial role in promoting long-term and sustainable economic viability of organic farming.

One of the functions of the ZSTCOA is to formulate and implement plans and programs consistent with the framework of R.A. 10068.

The ZSTCOA will also provide a model organic farm to promote environmental management and improved nutrition in the pursuit of the government’s thrust for food security by adopting the integrated system on agricultural development framework.

Palma will serve as the chairperson of the ZSTCOA. His vice-chairperson is Eugenio Sinoy, an advocate of organic farming.

The ZSTCOA members include officials and representatives of the following offices and government agencies: Provincial Agriculture Office; Department of Science and Technology (DOST); Bureau of Fisheries and Aquatic Resources (BFAR); Department of Education (DepEd); Department of Agrarian Reform (DAR); Department of Agriculture (DA); Department of Environment and Natural Resources (DENR); Department of Trade and Industry (DTI); Provincial Health Office; Sangguniang Panlalawigan; and, representative from Organic Farmers Group
