Pampanga-based firm building the first CBD in Central Luzon

Land development of the first central business district (CBD) north of Metro Manila, aptly called The Infinity, will soon be completed along the North Luzon Expressway in Pampanga.

“The first phase of the land development is targeted to be completed before the end of this year,” said Alex Jazmines, project director of AC Beautiful Island Realty Development Corp. (ACBI), the property development arm of JENRA Group of Companies.

“We started developing in February 2016. Right now, we are talking to international companies that would want their offices and their businesses located in our project.”

JENRA, owner of a chain of malls, supermarkets and fastfood restaurants in Central Luzon as well as the Sacred Heart Medical Center in Pampanga, is now making its mark in the property development through The Infinity – a 43-hectare mixed-use project traversing the cities of Angeles and Mabalacat.

The project, dubbed Central Luzon Business District, is located along North Luzon Expressway at the Angeles City toll exit. The CBD is envisioned to have commercial, office, residential, educational, recreational, and medical buildings.

Being along North Luzon Expressway, right in the heart of Central Luzon, and just 10 minutes away from Clark International Airport, it will be the perfect and preferred hub of companies who want to put their regional headquarters outside Metro Manila,” said Jazmines.

“Airlines, hospitals, hotels, events centers, fast-moving consumer goods companies, and even real estate companies would want to hold offices in our project. For BPOs, our place has 24-hour public transportation; one doesn’t need to wait long just for a ride.”

Jazmines added there is now a need for a CBD in North Luzon to help decongest Metro Manila. “And the best and most viable location for this place is Pampanga. The new CBD will serve as the business and commercial hub for Ilocos, Pangasinan, Tarlac, Nueva Viscaya, Nueva Ecija, Cagayan, Bulacan, and other nearby provinces.”

According to Byron John T. Siy, eldest grandson and spokesperson for the JENRA Group, “The mother company behind ACBI is committed to develop this project and make this the hub of commerce in Central Luzon, if not the whole of North Luzon. This is the first township development of ACBI, and the family is excited to see our vision realized soon.”

Palafox and Associates is the masterplanner for the project with LG+V as the principal architect. One feature is the underground placement of electrical and telecommunications cables. It will have its own sewerage treatment facility.

Meanwhile, the amenities include a two-meter biking lane on both sides of the road, jogging paths, pocket parks, tree-lined streets and planting strips in all sidewalks.

The Infinity will be a green and sustainable place. Rainwater will be collected for use and solar power will be used for electricity supply.

The Infinity will be an ecozone registered with the Philippine Economic Zone Authority so businesses locating there will enjoy benefits like income tax holiday, five percent tax on gross income, exemption from national and local taxes, VAT zero rating for local purchases, and exemption from expanded withholding tax.

Once completed, several government offices in Pampanga are also expected to relocate to the new site.
