Poe vows in-city housing for informal settlers

Should she win as the country’s 16th president, Senator Grace Poe will implement the in-city housing program to benefit some 1.5 million informal settler families (ISFs) in the first three months of her administration.

The presidential aspirant on Saturday night signed a Unity Statement with the Urban Poor leaders to provide decent housing for the ISFs where they can have access to basic services, education and employment opportunities.

“In the first three months of my administration, we will implement this housing program,” she assured, after the ceremonial signing on Saturday night of the Unity Statement in which Poe vowed to issue an executive order that would strengthen the in-city housing policy and would direct key shelter agencies to provide affordable and decent housing for ISFs.

The signing was held at the Philsports Arena in Pasig City. It was witnessed by around 9,000 representatives of various urban poor organizations which endorsed Poe’s presidential bid.

“Nais kong sabihin sa inyo na suportado ko 100 porsyento ang gusto ninyong in-city housing (I would like to say that I fully support, 100-percent of your in-city housing),” Poe said, drawing cheers and applause from the crowd.

“Sinabi sa akin ni Congressman Albee Benitez, na dito sa Metro Manila lamang, meron tayong 3,500 hectares na pag-aari ng gobyerno. Samantalang kung magkaroon tayo ng in-city housing, 750 hectares lamang ang magagamit at mawawalan na tayo ng informal settlers. (I was told by (Negros Occidental) Congressman Albee Benitez that in Metro Manila alone, we have 3,500 hectares of lands owned by the government. If we have in-city housing, 750 hectares will only be utilized and we will remove informal settlers),” she noted.

Benitez, chairman of the House Committee on Housing and Urban Development, has been pushing for the construction of 600,000 housing units in the government-owned lands to address the 5.5 million housing backlogs.

“Aside from food and clothing, housing remains one of the top national concerns nowadays especially with the continued rise of population,” Benitez said, even as he proposed that those who cannot afford the rent may be provided with a government subsidy.

Poe lamented the current government’s inhumane policy of relocating the ISFs to undeveloped communities where jobs and livelihood opportunities are scarce.

Under the unity statement, Poe also pledged to recognize the People’s Plan in which her government will engage the urban sector in implementing the housing policy, create a Department of Housing and Urban Development, allocate funds for housing programs, prohibit the violent demolition of houses in squatters’ areas, and ensure that all presidential proclamations on housing will be implemented.
