Poe urges lawmakers to ratify Paris climate change agreement

TACLOBAN CITY—Independent presidential aspirant Senator Grace Poe urged the next set of lawmakers in the 17th Congress to immediately ratify the climate change agreement approved in Paris and affirmed by 196 participants in the 21st session of the Conference of Parties (COP) 21.

With the Philippines among the world’s most vulnerable to natural disasters and extreme weather events, Poe made the pitch for the landmark universal climate deal which would only take effect globally if at least 55 countries accounting for at least 55 percent of total global greenhouse gas (GHC) emissions ratifies the treaty.

The Philippines was among the signatories and chaired the Climate Vulnerable Forum in Paris during the COP21.

“We should sign the Paris Agreement immediately which contains provisions on disaster survival training and geo-hazard mapping for that would help people know which places are vulnerable to natural calamities,” Poe told reporters in a press conference here Thursday.

Tacloban City, the whole Leyte province, which was among the areas hardest hit when super typhoon “Yolanda” devastated the Philippines. More than 7,000 people died when Yolanda, one of the strongest typhoons in the planet’s history, made landfall in the Philippines in November 2013.

When ratified, the Paris agreement requires each signatory nation to submit its own plan to reduce its GHG emissions and report regularly and transparently on its efforts.

For the Philippine government, the urgency is not only to address climate change but rather to minimize its impact on the country’s population and industries.

“If government officials had enough political will, casualties and damages will be greatly reduced, “Poe said.

“No matter how prepared we are, every time there is a strong typhoon coming, we have to enforce relocation of people living in those areas. I seriously think we need to enforce hazard mapping and the national government should have the political will to help our fellowmen,” the senator stressed.

    Contrary to vigorous denials now being made by Poe’s camp, there is strong evidence based on US consulate documents now in the hands of Atty. Manny Luna and the Tribune that Poe did indeed use her US passport to enter the US in 2011 and 2012. Perhaps, it is sufficient to say that there is, in fact, a clear admission from Poe herself. “I used my US passport,” was what she wrote as a reply to the query as to what passport she used to travel to the United States in the questionnaire document titled Information for the Possible Loss of US Citizenship. This same document is attached with Poe’s Certificate of Loss of Nationality (CLN) of the US, which is dated July 12, 2011. This definitely does not augur well for Grace Poe who is reported to have travelled to the US using her US passport in 2011, even after “renouncing” her US citizenship. It was even reported that she admitted the fact to US authorities. But now because of her overweening political ambition she lies, she quibbles and she flip flops before the Filipino people./
